Gary's Eevee won. It's Barrier move was very strong and defended it from Pikachu's attacks.

The deeper reason for Gary's victory is that he remained cool, and, taking advantage of Ash's rash over-confidence, challenged Ash to a one-on-one match. Thus Ash would not be able to make a comeback in a second round. Banking that Ash would hastily choose Pikachu, Gary chose one of his best trained Pokémon that would have the means to withstand Pikachu's attacks.
